Thank you for your interest in Bolsover District Council.
This is a truly exciting time for the district, as it sets out to reinvent itself. We have an impressive and well set out local development plan that aims to deliver a range of projects designed to facilitate Bolsover’s growth and contribute towards the long term vision for the district.
Superbly located on the outskirts of Derbyshire and strategically positioned near Nottingham, Derby, Manchester, Leeds and Birmingham, Bolsover district has the potential to be a significant regional destination. Our aim is to make Bolsover district a great place to live and visit. We want residents to feel this is their permanent home; safe, clean, and green. Residents will care for their environment; enjoy where they live and what the district offers. It will be a prosperous and healthy place with opportunities for all. Employment and incomes will equal the East Midlands average and businesses will prosper. The community will be strengthened and be more inclusive. Services will respond to the needs of young and old. We will show the way with strong civic leadership, which is democratically accountable and represents residents’ interests.
But we can’t achieve this on our own. We will work more and more with the members of the Bolsover Local Strategic Partnership, Derbyshire County Council, Derbyshire Police, Derbyshire County Primary Care Trust, voluntary groups and the business community - to ensure that all our efforts and resources are co-ordinated. We are confident that together our vision can be realised and Bolsover district can become an even more desirable place in which to live, work and play.
These substantial growth plans, combined with major renewal and growth of the existing district housing stock, infrastructure and business base, will ensure that Bolsover district will now provide an exciting opportunity for a development and regeneration professional who seeks a fulfilling career move.
To ensure the delivery of this, we are now seeking to appoint a Director of Development, with significant commercial experience, to take responsibility for the implementation of the Council’s physical and economical development programme. This role requires real leadership and a clear sense of direction, with a strong drive to deliver. The Director of Development will need to command respect at the highest level with a range of complex stakeholders as well as managing expectations of Senior Officers and Elected Members alike.
If you have a track record of leading the delivery of comparable physical regeneration and property development programmes then we look forward to hearing from you.
Located in the county of Derbyshire, Bolsover is a thriving post mining district with a population of approximately 74,000. With a proud industrial history, it has tremendous advantages and untapped potential. There has been decline, but old industries are being replaced by new ones. In short, the world is changing and so are we.
Bolsover District Council is charged with actively regenerating the former industrial localities and improving the environment, to attract new and developing businesses to the area. Having developed a dynamic and coherent vision for the district that will bring all council housing into decent condition by 2010 as well as regenerating specific areas affected by coalfield closures, we will ensure that the new offer in the district is suitable in terms of type, size, price and location to secure a balanced housing market, supported by a commercial offer that creates a destination of unparalleled potential.
As Director of Development, you will be a key member of the executive team, helping to shape the vision and driving forward the physical and economic development of the area, focusing on jobs, housing, mixed-use and retail schemes. This is a proactive and multifaceted role; one requiring persuasive communication skills as well as the ability to manage, motivate and lead both internally and externally to drive forward this exciting regeneration and growth opportunity.
For an informal, confidential discussion about the role, contact our advising consultants, David Thomas on 020 3137 3446 or Balvinder Sangha on 020 3137 3453.
Application closing date is Monday 15th March 2010.
The district of Bolsover is located in the North East part of the County of Derbyshire and has a population of approximately 74,000. It is 145 miles (233 km) from London, 18 miles (29 km) from Sheffield and 54 miles (87 km) from Manchester.
Not many years ago coal mining was the major industry throughout the district but all the collieries are now gone and the retail and service industries are the major employer. The district was always semi-rural but Bolsover District Council is now actively regenerating the former industrial localities and improving the environment resulting in many new and developing businesses being attracted to the area.
The district has a rich, historical heritage. The turrets and battlements of Bolsover Castle, high on a hilltop, overlook the vale below; whilst just a few miles to the South is the spectacular Hardwick Hall; its construction ordered by Bess of Hardwick, the founder of a dynasty of powerful families, to reflect her wealth and power. Hardwick is remarkable in that it is little changed since Bess lived there providing an insight into life in the 16th Century. Going further back in time is Creswell Crags, the limestone gorge riddled with caves and fissures.
Bolsover district has a rich diversity of countryside and borders on the magnificent Derbyshire Peak District. The neighbouring towns of Chesterfield and Mansfield, and the cities of Sheffield, Nottingham and Derby are close by; and because the M1 Motorway passes through the district there is easy access to the country's motorway network. The district has adequate nearby rail services including the Robin Hood Line which links Worksop with Nottingham and passes through a number of the district's small villages and towns. The main challenges and issues for the local development framework are about how former mining communities can be converted into thriving self-sufficient places that are attractive to live and work in. This cannot be achieved in isolation of the Local Strategic Partnership and other service providers will need to be engaged in the plan making process to ensure that locally distinctive and deliverable policies are formulated that reflect the needs of the community.
Meeting these ends will require a strong emphasis on:
Economic and environmental regeneration as well as improvements in educational attainment and cultural facilities to facilitate the restructure of the economy and the housing markets.
Promoting sites for housing and employment and opportunities for tourism
The protection and enhancement of the natural and built environment
The achievement of sustainable transport patterns that help to improve accessibility to jobs, services and facilities
Improvements to the health and wellbeing of residents
Reducing deprivation and health inequality
Creating safer communities and reducing the fear of crime
