It is important that in your written application you give evidence of examples of proven experience in each of the following selection criteria listed in "Part One" of the Person Specification.
These responses will be further developed and discussed with those candidates invited for interview, together with the other criteria listed in "Part Two".
Part One: Key Experience- Track record of successfully delivering significant residential and/or commercial development programmes within a complex public/private sector interface
- Evidence to demonstrate a detailed working knowledge of Planning, Transport Planning, Property Development and Asset Management matters.
- Evidence of managing a programme of property development and refurbishment projects and the development procurement process
- Senior level 'hands on' experience in property acquisition, refurbishment and development
- A record of successful resource management, the formulation, rigorous monitoring and control of large complex budgets and the effective performance management of people and physical resources in a diverse organisation.
- Evidence of proactive deal making, delivery and financing methods (direct, joint venture, partnership)
- A track record of preparing and presenting complex reporting to Senior Officers and Elected Members.
- Evidence of a well-developed knowledge and sophisticated appreciation of the strategic issues and challenges facing both the public and private sectors in delivering projects of this nature.
- Proven track record of success in motivating people and brokering collaborative working relationships with a very wide range of key stakeholders at a senior level, simultaneously from public and private sector areas, building partnerships across non-traditional organisational boundaries and sector boundaries.
- Proven track record of success in maintaining a positive personal and organisational profile, grounded in a sophisticated, shrewd and high level of political awareness, understanding and knowledge of how, practically, delivery of projects of this scale and complexity can practically be achieved whilst under the constant spotlight and glare of local public and media scrutiny.
Part Two: Abilities, Skills and Knowledge- A degree level education, and ideally, a relevant professional qualification e.g. MRICS
- Ability to provide visionary leadership that promotes and articulates the key priorities for the development of Bolsover District Council, and translates broad objectives into real outcomes.
- Excellent interpersonal and team working skills and a proven ability to form partnerships, motivate, enthuse and drive individuals and teams
- Ability to propose, develop and implement effective strategies in pursuit of agreed goals and to make clear, informed, appropriate and timely decisions.
- Ability to manage and monitor performance effectively, setting clear objectives, managing competing priorities, balancing the different interests and needs of service users.
- Ability to successfully analyse complex issues and situations, provide logical decisions and reconcile competing interest, providing practical and creative solutions to problems through collaborative working.
- An appreciation/understanding of the wider impact of regeneration and development on local communities and sub-regional and regional partners, possibly including experience of sensitive situations involving high levels of consultation.
- Ability to anticipate, interpret and manage change, achieving results through influence and negotiation.
- An understanding of the issues facing Bolsover and its sub-region within the economic, business, cultural and political environment
