Job Description
Key Accountability To be responsible to the Chief Executive and a member of the Senior Management Team, making a significant contribution to the Authority's vision, aims and priorities through development of the Corporate Plan as well as leading the delivery of core physical development projects and the development procurement process, striving to achieve the continuous improvement in the performance of the Development Directorate.
Principal Accountabilities- Develop a clear understanding of the full range of Bolsover's needs and opportunities in order to provide strategic direction and delivery to the Council's corporate agenda and development programme.
- To be the Authority's Lead Officer in delivering the Authority's contribution to designated Local Area Agreement priorities and targets and engage as appropriate with the relevant LAA Board.
- Provide direction and guidance for a range of projects designed to enable neighbourhood renewal, engaging and contributing to the relevant LSP Action Groups(s) in order to achieve the priorities and targets in the Bolsover Local Strategic Partnership Sustainable Community Strategy.
- To ensure the development and delivery of effective, efficient and responsive services in accordance with the Authority's policies and priorities, leading the development process and managing the professional team.
- To evaluate and manage projects, including playing a leading role in the project planning process, scopes of work, budgets and schedules, ensuring the delivery of strategic projects to quality, time and budget.
- To be the Officer Champion for designated Working Groups and lead alongside the designated Member Champions/Portfolio Holder, ensuring that there are effective programme and project management arrangements in place to deliver the work programmes, both within the authority and drawing in, as necessary, resources, expertise and support from partner and other statutory agencies.
- To manage risk associated with all projects, developing and implementing mitigating actions, reviewing project finances in the light of risk evaluations, ensuring that public funds and assets are effectively and efficiently utilised, monitored and reported back to the Council.
- To be accountable for achievement of annual cashable efficiencies for the directorate in accordance with the Efficiency/Savings Strategy.
- To contribute to the development and management of the Council's external funding strategy, ensuring effective integration related programmes and, where necessary, taking a lead role in the procurement of new sources of funding.
- To collaborate with partner organisations at local, sub-regional and regional levels, to ensure the proper review and development of policy and strategic issues relevant to the authority's physical and economic development programmes, working on committees as required and overseeing and participating fully in public and stakeholder consultation on projects and plans where required.
- To comply with Council procedures, policies and any other duties as reasonably required by the Chief Executive and the Council, particularly in the context of health and safety, equality and diversity, community safety, risk management, data protection, freedom of information and environmental information regulations.
- To work closely with the Chief Executive and senior management team to manage key relationships between Bolsover District Council and its key partners
